Judge Charles Burns Speaks On RAP Program and Role of Drug Courts to Transform the Drug Abusers


At RISE23, Judge Charles Burns of Cook County Circuit Court was inducted into the globally prestigious the ‘Stanley Goldstein Treatment Court Hall of Fame’ on the 29th of June 2023. Upon receiving the great award, showing his thankfulness, in his speech Burns stated that he was highly honored and humbled by this great award, however, the real credit of this award goes to the devoted participants who put their best effort to come out of their addiction to substances. He also expressed his whole-hearted gratefulness towards his devoted partners and team members associated with the drug court, whose passion and firm commitment to supporting the victims have truly made this reformation possible.

Judge Charles Burns Viewpoint about How RAP Program Is Working on Social Reformation  

The RAP program of Charles Burns is a brilliant alternative sentencing approach for people who have committed drug-related abuses while many of them are confined due to such offenses. Being a mentor, guide, reformer, and visionary, Judge Charles Burns has formulated this 24-month drug treatment program to support the offenders’ getting access to rehabilitation as an alternative to being sentenced to conviction. The whole objective of the program is to assist individuals in effective recovery from their addiction to drugs and alcohol.

The program aims to provide dedicated support, services, and responsibility to support its participants in transforming them into changed and sober persons and thereby assisting them to lead a decent social life. To make this major mission a real success, the program has welcomed partnerships from interested establishments and community people to support partakers in locating and getting temporary as well as long-term housing, financial credit assistance, and employment opportunities apart from psychological health counseling and trauma-related treatment. On completion of graduation in the program, the promotion of the participants terminated, their cases are withdrawn, and thereby convictions are expunged.

The program of (W) RAP is designed in two distinctive manners one of which is for men and the other one involves a program for women. The purpose of having certain differentiation in them is to render gender-centric custom support to suit the needs of participants optimally. In the course of the program, participants are asked to attend regular self-help support programs, appear in court as per order pass through frequent alcohol and drug screening tests and thus complete their rehabilitation for substance abuse successfully. In addition, they get supplementary treatment as well as counseling according to the recommendation of (W) RAP team members. .
